How do you balance safety and space in a storage area?

I’ve been trying to improve the way I store materials in my workspace, but I keep running into the same problem of balancing safety with limited space. I want everything to be stored properly, but at the same time I don’t have a lot of room to spread things out. Sometimes I feel like I’m forced to stack items closer than I should, and that makes me a bit uneasy.
